After the California Office of Traffic Safety determined patrol officers often overlook traffic violations by youthful bike riders so as not to appear overbearing or petty, staff members, through a grant, created a successful program that changed many officer’s behavior. The program was based on showing the officers actual footage of heart-rending bike accidents that were the result of violations of traffic laws by young bike riders.
